論文中文摘要:空運所帶來的經濟產值逐年上升,各國機場紛紛導入新一代的發展與管理,航空城(Aerotropolis)即是以機場為核心,透過客貨運的流通,帶來高度的國際性與便捷性,促使相關產業於周遭群聚,逐漸形成新的都市型態,因此世界各國均將發展航空城當作重要的基礎設施,但如何成功發展航空城仍然有待研究。本研究以桃園航空城為案例,探討航空城發展成功之關鍵影響準則,以及目前發展狀況與理想目標間的差距,首先藉由文獻與專家訪談,歸納出影響桃園航空城發展的5構面17準則,再使用多屬性決策方法探討準則間的結構關係、權重及績效分析。另外,為克服決策者因資訊不完全或本身偏好,而造成的不確定性,本研究搭配模糊理論,將決策者的語意轉為模糊數進行運算。研究結果顯示「政府法令」與「成本因素」為原因指標,而「產業招商」的被影響性權重最高,表示其為發展桃園航空城成功與否之關鍵因素。最後從專家評比的滿意度績效,轉換成與理想目標之間的缺口,發現改善排序為政府法令、成本因素、營運管理、基礎設施與經濟貿易,表示政府應彈性調整配套法規與優惠補助,持續提升各項基礎建設,進而提高航空城計畫的執行效率,加速國際化環境以吸引更多投資者或旅客,成為國際上成功的航空城。
論文英文摘要:The economy output value of air transportation has been raising yearly, and many airports have adopted some new concepts of management. The concept of aerotropolis is an urban form made up of aviation-oriented commercial developments and their associated residential developments. It brings high internationalization and convenience through the flow of passenger and freight traffic. Therefore, the aerotropolis has been viewed as an important infrastructure in many countries. In this study, we used Taoyuan aerotropolis as the case study to find key successful factors and evaluate gaps between current status and aspired goals. First, we developed an evaluating system that consists of five dimensions and seventeen criteria from prior references and expert’s interviews. Afterwards, we applied Multiple Attributes Decision-Making (MADM) method to determine structural relationships, influenced-weight and performance levels among all dimensions and criteria. Furthermore, considering that the experts might have personal preference or insufficient information, this study transferred linguistic variables to triangular fuzzy number by fuzzy theory. The analysis results reveal government rules and cost are causal factors, others are result factors. The investment activity has the highest influenced-weight, so it deem as a key factor for Taoyuan aerotropolis development. Finally, this study shows the improving priorities are government rules, cost, operation and management, basic infrastructure and economic and trade, respectively. Taoyuan aerotropolis could gather more investors, firms and international travelers to become a successful aerotropolis in the world.
